The Annual income ceiling to avail of education scholarships and welfare schemes are fixed very low such as Rs 2.5 Lakhs for reimbursement of Professional college fees, Rs 6 Lakhs for getting a scholarship for foreign study and Rs 72,000 for availing of a THADCO loan, whereas for availing employment Annual income ceiling is fixed for Rs 8 Lakhs for EWS and OBC. We are not bothered to ask the Govt and Rulers about raising these income ceilings for SC/ST. We are still fighting against Santana forces which are not our concern which will help only to other backward castes. we should concentrate on the welfare of our students and unemployed youth and general SC/ST people's plight and welfare. Our political parties should fight for raising the annual income ceiling for educational and warfare schemes. Every state and central Government should compile various schemes of Scholarship and welfare schemes of various Government departments’ details in the booklet every year and make them available to SC/ST students, unemployed youth and General SC/ST people. Whether these issues will be taken up by our political parties and social organizations.

Half of India’s poor are SC/STs: Study
‘They Score High On Landlessness, Illiteracy’
Scheduled castes and tribes constitute half of the total “poor, deprived households”, a pilot survey to identify the below poverty line population has found.
The survey found that SCs/STs were a mere 25% of the “non-poor households” who showed deprivation on some of the parameters—ranging from housing to illiteracy to homelessness and destitution. The findings reiterate the long-held hypothesis that Dalits are the mostunderprivileged sections of population and the easiest marker of poverty. The pilot survey is significant given that results have come from a representative sample of 166 villages across 22 states. It will form the basis of a fullfledged survey to be conducted soon to identify the poor.
Vivek Kumar, a JNU sociologist, said the findings proved that caste and class identities in the country overlapped and the social identity of Dalits led to cumulative deprivation cutting across parameters for identification of poor. “Economic deprivation depends on social identity,” he said.
That 22% of the population (SC/ST) form half of the country’s rural poor is in line with known facts about poverty statistics but it is startling that the theory continues to hold good. After the pilot survey, the anticipated household exercise to identify the poor—with the methodology refined by Planning Commission member Mihir Shah for the Union rural development ministry— would show where the final figures stand for the country.
While Dalits and tribals form the bulk of poor households, their share drops to 25% among the non-poor households with deprivation, a fact that underlines the relationship between SC/STs and economic status. The communities aren’t just poor but also score high on kuchcha housing, illiteracy among adults, homelessness, destitution, landlessness with agricultural wages as their main source of income.
The BPL survey is crucial because the identified families would form the target group of government’s subsidy-based welfare schemes. According to observers, the survey is key to the fate of Dalits as they form the bulk of beneficiaries of targeted welfare.
Special courts in Maha for SC/STs
Nagpur: Maharashtra CM Prithviraj Chavan has given his approval to a proposal by state social justice minister Shivajirao Moghe on setting up six special courts for speedy trial of cases under the SC/ST (Prevention of Atrocities) Act, 1989. The new courts are likely to be in place in each of the six revenue division HQ in four months.

Mayawati launches welfare scheme for the poor

To empower the poorest of the poor, Uttar Pradesh Chief Minister Mayawati on Monday launched a new welfare scheme whose basic objective is to enable the beneficiaries to meet their daily needs. Named “Uttar Pradesh Mukhya Mantri Mahamaya Garib Arthik Madad Yojana”, the scheme was launched by Ms. Mayawati at her 5 Kalidas Marg official residence. The scheme was announced by the Chief Minister on her 54th birthday on January 15.
About 31 lakh people belonging to Below Poverty Line families stood to benefit from the measure. Around 50 per cent of the beneficiaries will belong to the Scheduled Castes and Scheduled Tribes.
Under the scheme, the beneficiaries are entitled to a monthly financial assistance of Rs.300.
The money would be deposited in two half-yearly instalments in the bank account of the beneficiaries. To mark the launch of the measure, the Chief Minister handed over acceptance certificates and bank passbooks with the first six-monthly instalment of Rs.1,800 to ten women beneficiaries from Lucknow district.
They are Ram Kali, Asha Devi, Rani Devi, Sumirta, Rameshwari, Zahirun Nisa, Phoolmati, Kanti, Jagrani and Shashi. In the current financial year one six-monthly instalment of Rs.1,800 from October 2010 to March 2011 has been given to the beneficiaries. Two half-yearly instalments would be given from the 2011-12 financial year. Addressing the function, Ms. Mayawati said the welfare scheme has been launched simultaneously in all 72 districts of the State. She said the programme would benefit those people living below the poverty line who were not getting the benefits of the Central Government's scheme of cheap foodgrains for BPL card holders, old age pension and widow pension. The Central Government, she said, had identified 1.7 crore BPL families in Uttar Pradesh but as a matter of fact the number of BPL families in the State exceeded that number.
Ms. Mayawati said that according to a survey conducted by the State Government in 2007-08, lakhs of poor had not been included in the BPL list. The Chief Minister regretted that her pleas to the Centre for extending the benefits to more BPL families fell on deaf ears. The “Mahamaya Gharib Arthik Madad Yojana” was launched notwithstanding the limited financial resources available with the State. About Rs.535 crore would be spent on the implementation of the scheme in the first phase.
The Chief Minister emphasised that bank accounts have been opened in the name of the woman head of each BPL family to deter the possibility of the money being squandered by the male members.

Adi Dravidar Welfare Department's order quashed

The Madras High Court has quashed the orders of the Adi Dravidar Welfare Department allowing non-SC/ST contractors to participate in the tenders for all civil works of Tamil Nadu Adi Dravidar Housing and Development Corporation (TAHDCO).
Justice D. Hariparanthaman gave the ruling on a petition by TAHDCO Contractors Association and K. Raghavan and 13 others challenging the letter of the Principal Secretary of the Adi Dravidar Welfare Department, scrapping an earlier order (G.O. 132) entrusting all the construction works only to contractors belonging to SC/ST.
The Principal Secretary had directed TAHDCO to finalise the tenders for all the civil works as per the provisions of the Tamil Nadu Transparency in Tenders Act, 1998, and Tamil Nadu Transparency in Tender Rules, 2000.
The Judge said the Additional Advocate General was not able to explain as to why the Principal Secretary issued such a letter when Managing Director of the TAHDCO had made a request for calling tenders from non-SC/ST contractors, only when SC/ST people were not available.
Justice Hariparanthaman agreed with the submission of counsel for the SC/ST contractors that merely providing employment was not the contemplation of the Constitutional scheme and SC/ST community should be economically empowered and constitutional provision in Article 46 should be given effect to.
TAHDCO clarifies government's position
The State government was only examining a proposal of inviting contractors belonging to communities other than Scheduled Castes/Scheduled Tribes to take up civil works as SC/ST contractors did not come forward to participate in tenders. Clarifying the government's position, a press release issued by the Tamil Nadu Adi Dravidar Housing and Development Corporation (TAHDCO) on Thursday stated that “this government did not take any decision to deny giving contracts to contractors of the Adi Dravidar community,” the release said.
When a review of civil works of the TAHDCO was carried out in November 2009, it was revealed that tenders were invited over 10 times for 406 works that covered the construction of additional school buildings, science laboratories, students' hostels and roads. These works were to be carried out since 2002-2003. Yet, no SC contractor took part in the tenders.
The total cost of the works was Rs. 120 crore.
As the works remained unimplemented for several years, the government could not issue fund utilisation certificates, because of which there was delay in getting funds.
It was under these circumstances that the proposal was being considered.
Before the TAHDCO could implement it, some persons moved the Madras High Court challenging this move, the release added.

White Paper sought on “panchami land”

Janata party president Subramanian Swamy on Friday urged the government to come out with a White Paper on the present status of “panchami lands” given to Dalits by the British government. “If the government fails to release the report before Deepavali, I will approach the court,” he told reporters.
On the Sri Lankan Tamils issue, he wanted the Tamils to support the efforts made by S.C. Chandrahasan, founder of Organisation for Eelam Refugees Rehabilitation (OfERR), and other non-LTTE Tamil groups to find a solution.
Recalling his recent meeting with Basil Rajapaksa, Sri Lankan Minister for Economic Development and brother of President Mahinda Rajapaksa, he said Colombo was determined to bring constitutional amendments for granting autonomy to Tamil-areas with concurrent powers.
He said India, China and the US should intervene if Sri Lanka failed to fulfil its commitment.

Discrimination against SC/STs in Housing Schemes by Government of Tamilnadu.

The Government of Tamilnadu has launched a new housing scheme called Kalaignar Housing Scheme with a target of 3 Lakhs houses to be built before 31.03.2011. The amount allocated for this scheme is Rs 75 thousands for each house and the Government will provide cements and steel with an area of 250 Sq ft house, whereas under theTHADCO housing scheme (Indra Awaas Yojana) the construction area limited to 150 Sq ft without toilet/bathroom in 3 cents land. In Periar samuthuvapuram each house is constructed with Rs 2,50,000 with five cents of land for each house separate toilet, bathroom with septic tank and soak pit. It is apparent that this government is not willing to give more land and fund if the scheme is meant for SC/STs alone whereas the schemes involving all communities the government is liberal in allotting land and funds. Rs 744cr meant for Dalits diverted for CWG projects
‘Delhi Govt Systematically Passing On Funds For Last 5 Yrs’
The state government has over the past five years been systematically diverting funds meant for the development of Scheduled Caste communities to projects related to the Commonwealth Games, a reply to an RTI query has revealed. Since 2006, Rs 744 crore has been used up from the Scheduled Caste sub plan fund for Games-related projects of various departments.
Releasing the findings on Thursday, an NGO — Housing and Land Rights Network – called for an inquiry by a parliamentary sub-committee into the diversion of the funds which it said violated all norms of governance.
The RTI query was addressed to the city’s department of social welfare – the agency in charge of SC/ST/OBC/minorities — which furnished the details. HRLN and the National Dalit Campaign for Human Rights said the funds were used for projects of MCD, NDMC, DJB and departments of urban development and sports and youth, among others.
The RTI reply said that in 2006-07, Rs 1.97 crore was diverted from the special component fund and spent on Commonwealth Games related projects. In 2007-08, Rs 15.58 crore was used from the fund. The amount rose to Rs 214.73 crore in 2008-09 and Rs 288.44 crore in 2009-10. In 2010-11 so far the amount diverted for CWG projects is Rs 233.64 crore.
In another RTI application filed by HRLN with the Organizing Committee of the Commonwealth Games on the Agra trip being organized for the 8,000-odd athletes and delegates, the OC said the cost of the trip would be Rs 1.71 crore.
HRLN said the diversion of money violated norms governing special component plan funds. The norms, put in place by the Planing Commission and the National Development Council, clearly state that the fund is meant for micro development works for the Scheduled Caste communities. Government of India rules have repeatedly emphasized that the funds allocated under the SCP have to be disbursed exclusively for the benefit of those belonging to the SC communities, HRLN activists said. Delhi has a Dalit population estimated at 2.34 million.
HRLN has also written to the Comptroller and Auditor General seeking an audit into the exact expenditure on the Commonwealth Games to date and the diversion of funds from SC sub plan component.

PROUD POSSESSION: This woman in Alisoor in Kancheepuram has realised a dream.
Landless Dalit families in a Kancheepuram village have used the Right to Information (RTI) Act to prompt the district administration to hand over land that was originally allotted to them several years ago, thanks to the initiative of a grassroots NGO.
A total of 106 Dalit families in Alisoor village were allotted 100 sq m by the Tamil Nadu Adi Dravidar Housing and Development Board in 1998.
The local district administration even issued the original patta document with individual plot numbers. However, the allotment remained on paper and the villagers never got the land though they approached the local administration several times.
The families were residing in hutments on poramboke land, when in 2008, Kancheepuram-based NGO Hand in Hand started working in the village by forming self-help groups and began development projects.
A Citizen Centre Enterprise was established as an IT empowerment initiative that helped villagers enrol for computer courses, register for voting, apply for ration cards, pensions or prepare petitions, a spokesman for the NGO said.
A Good Governance Rights Protection Committee (GGRPC) was then set up to train villagers in citizen rights and duties. “With the help of this committee, the villagers learnt to use the RTI Act to unearth information on the allotment details of the land,” the spokesman said.
Armed with the RTI information, villagers prepared an application with the signatures of all the beneficiaries along with the land patta copies to be forwarded to the local administration with a copy sent to the District Collector.
Positive response
To the delight of the villagers, the application evoked a response from the administration. District Collector Santhosh K. Misra undertook a visit to the village.He personally supervised the handing over of land to the beneficiary families. The villagers plan to raise bank loans to build their own homes and take up agriculture.
