‘Colleges create hurdles in students getting fee-waiver’


 The Tamil Nadu government’s schemes to reimburse education costs of first generation collegegoers from poor families and SC/ST students is being undermined by educational institutions, two PILs filed in the Madras high court said. 
    The first bench comprising Chief Justice M Y Eqbal and Justice T S Sivagnanam, before whom the PILs filed by D Sherin Asha of service organization Velicham came for hearing, issued notices to the state government and several educational institutions. 
    In the first petition, Asha said that the government came out with an order onApril 16, 2010 providing for reimbursement of education costs of a college student if he hails from a family whichhas never had a graduate. It implied that his tuition fees would be borne by the government, which would make the payment to the educational institution concerned. 
    Asha pointed out that the order whittled down the government’s intention by stating that the entire amount would not be reimbursed and said the fee was not being paid during admission. While colleges insist on the full payment of the fee at the time of admission, the government pays the sum only later. This delay results in several beneficiaries failing to avail themselves of the scheme, she said. She wanted the court to direct the authorities to pay the sum at the time of admission itself or direct the institutions to admit students without insisting on full payment initially. 
    In the second PIL, Asha named seven students, who had to pay a fee from 30,000 to 3.36 lakh for their engineering and medical courses. Though these students are eligible for reimbursements, they are unable to join the courses because the institutions said that they would be allowed only upon payment of full amount.

Scholarship scheme benefits elude poor SC students

 S. Divyabharati, who was thrilled two weeks ago, when she got admission to ECE branch in a leading engineering college near here, is no longer excited. She is clueless after coming to know that she should pay Rs. 88,500 as fee upfront.
Ms. Divyabharati, who belongs to the Scheduled Caste and resides near Red Hills, knows she cannot mobilise the amount. Her father is watchman in a private firm, earning Rs. 4,000 a month.
She knows there is a scheme for first generation graduates, under which the government takes care of tuition fee, which is now Rs. 45,000. What she does not know is that there is another scheme, a Post-Matric Scholarship, offering more benefits for SC students than others.
As part of the Post-Matric Scholarship Scheme devised by the Centre and implemented through States, the compulsory non-refundable fee — what is charged towards registration/enrolment, tuition, games, union and library membership, medical examination and any other fee compulsorily payable — is covered, apart from a host of other fees.
A senior official in the Adi Dravidar Welfare (ADW) Commissioner’s office clarifies that transport charges are not covered. In Divyabharati’s case this comes to Rs. 19,000 a year.
Ashok Kumar, the son of a daily-wage labourer in Tiruvallur hailing from the Arunthatiyar community (part of SCs), is also in the same state of unpreparedness as Ms. Divyabharati is. He has been allotted civil engineering and asked by another private college to pay Rs. 72,000 in 10 days. “I don’t even have enough money to travel by bus. I do not know how I am going to remit the fees,” he laments.

At present, the students have to apply through their colleges for the Post-Matric Scholarship scheme.
More than their level of awareness regarding this scheme or that, the serious problem being faced by students such as Ashok Kumar and Divyabharati is that they are in no condition to remit the fees on their own at the time of admission. The managements of private colleges, to which several students interviewed byThe Hindu have gained admission, are not ready to admit them without collecting the fees, even if they know that they will be able to get the fees reimbursed by the government as such students are eligible for coverage under one scholarship scheme or the other.
This year, most private self-financing engineering colleges have asked students to pay the fees latest by August 14.
“How can they pay so much money when their families struggle for daily sustenance? Many of them find paying Rs. 5,000 itself very difficult,” says D. Sherin, founder, Velicham, an NGO that works to facilitate higher education of underprivileged students.
The principal of a self-financing college says generally, colleges spare first generation graduates of the tuition fee. In respect of other schemes, the funds transfer from the government invariably comes late.
“Last year, many colleges reimbursed students many months after admission and students had to pay almost two years’ fees.”
To a question why the State government should not make arrangements for direct payment of fees for SC students, the official in the ADW Commissionerate replies that the administration is contemplating various steps. More students will be encouraged to open savings bank accounts so that their scholarship money can be credited through ECS. Already, SB accounts have been opened for about 24,000 students covered under the scholarship scheme.
On Monday, the Commissionerate will hold a meeting with bankers and the National Informatics Centre (NIC) to discuss online transfer of money. Though the official points out that his office has set up a stall on the Anna University campus, the venue of engineering counselling, to disseminate information on the scholarship scheme, he agrees that much more requires to be done to increase the level of awareness. The process for getting the scholarship should also be simplified.
A senior government official says funds are very much available with the implementing departments, which have to do some more coordination involving college managements, higher education officials and district authorities.

Sir,
           I appreciating your esteemed daily for bringing out the plight of SC/ST students in joining professional courses due to heavy fees demanded by colleges and availability of scholarships for reimbursement of fees paid by the poor students.
                The successive government continuously neglecting the interest of the SC/ST students. Tamil Nadu Government has not taken any concrete action for formulating any schemes for payment of fees in advance for deserving students from SC/ST communities.  Government of tamil Nadu leading in many fields and set an examples for various welfare activities of the poor people but it is continuously not giving much attention on  SC/ST students.
                There were always delay in implementing various welfare scheme towards SC/ST.  Previously the Adi-dravida department of Government of Tamil Nadu had issued eligibility card (E-Card) to those SC/ST student for joining in Government Colleges, the students submitting the e card need not pay any fees at the time of admission, and such fees will be adjusted in the scholarships.  This system can be introduced now for making payment to the colleges admitting SC/ST students.
                When Anna university and Directorate  of medical service conducting counseling for admission for  Engineering and medical colleges, why the Adi-Dravida Department in consultation with both these organizations has not  put up a camp of their office and issue eligibility card to those student getting admission in the  colleges.  If it is not found feasible they can work out a scheme in which the eligible students can get their eligibility card from respective district administration and the Adi-dravida welfare department can make payment to the colleges submitting eligibility card of the student along with scholarship application with in a stipulated time.
                To avoid delay in issuing e card and making payment to the private colleges the Adi-dravida department should think of  creating  a fund for this purpose and make payment to the colleges at the beginning of the year.  When the district administration issuing community certificate at the school for plus two students a similar action can also be taken by camping by the Adi-dravida department’s employee in the counseling centre and issue eligibility card to SC/ST, in this way the problem faced by SC/ST students can be avoided and ensure maximum enrolment of these students in professional colleges.
                The state government which is misusing funds earmarked for SC/ST welfare always choose to hiding  the allotment of funds for scholarship to SC/ST students by central government on the plea the credit for scholarships will go to the  party ruling central government ,which is the  main reasons they are not making such scheme so popular among SC/ST students, unfortunately the Central Govt is also failing on this account, it is never bothered  the amount allotted towards scholarships were utilized or not.
                It is high time the Government of Tamilnadu and Adi-dravida department to work out a scheme to make payment to the private colleges and facilitate hassle free admission of SC/ST students.
                I request your esteemed daily to publish the expert opinion on how best the scheme of scholarship should reach the poor SC/ST students especially to professional courses and the practice made by other states in admitting SC/ST students in self financing colleges.

Online educational tutorial videos: evolving domain
The project, `Khan Academy on a Stick' that can be used to download videos on maths and science lectures is one of them.
A plethora of educational tutorial video sources continue to emerge on the Net. This edition of NetSpeak takes a re-look at this vibrant segment.
Net means many things to many people — for some it is a storehouse of information, for some others it is a communication medium and for some others it is a space of entertainment.
Whatever be your take on it, the power and significance of Net lies in its potential to alter certain age-old beliefs and views. For instance, consider the economist's concept of ‘no free lunch'. The extent of free resources available on the Net challenges the edifice of this concept. Perhaps, someone may be paying at some level; but for the large majority of netizens these resources are available for free. This is much true of educational resources.
Many of these free resources are not only accessible online but are available for free download also — this means you can share and use them off-line. Khan Academy (http://www.khanacademy. org/), a wonderful educational resource, where one can find educational video tutorials on almost all topics taught at the school level (algebra, arithmetic, physics, biology, statistics and so on), is a good instance of this trend. If you wish to view the academy's tutorials off-line, you can download them through different means (http://www.khanacademy. org/downloads).
The project, ‘Khan academy on a stick' (http://mujica.org/khan/) that can be used to download videos on Maths and Science lectures is one of them. If you wish to download only selected subjects, you may explore the archive at: http://www. archive.org/details/Khan Academy.
In this regard, you may also check out the search service ‘Khan Instant' (http://www.khaninstant.com/) that enables a search of the Khanacademy database instantaneously.
This is a search service built along the lines of ‘Google Instant', Google's new search interface. As soon as you start entering the search string, the service attempts to guess your search intention and begins displaying the results accordingly.
Before moving further, let me point out yet another ‘Google Instant' inspired search service called ListandPlay (http://listandplay. com/). The service searches Youtube database in a smart way and helps you create custom playlists with videos pertaining to a specific topic or theme. Similar to other services, ListandPlay also predicts your search query the moment you start entering the search string and based on this guess it pushes the search output.
The service allows you to create a playlist of relevant videos too. So, if you wish to aggregate tutorial videos pertaining to a subject, ListandPlay could come in handy. For instance, to collect videos on the subject, say, learning English, just enter the string “how to learn English' and you will immediately find several videos related to this theme. You can view each of them and add the relevant ones to the playlist.
Google code university'
If you are an IT student or an IT professional keen to update skills and expertise in this arena, you should check out the site ‘Google code university' (http://code.google. com/edu/), containing tutorials pertaining to computer science topics.
Tutorials on web programming and databases could be useful even for a novice.
The service also hosts video courses on many topics relating to web programming (http://code.google.com/edu /submissions/uwspr2007 _webprogramming/listing. html) and other allied subjects.
Spoken tutorial
Apart from free educational resources, many free/open-source packages and programmes that liberate/strengthen the educational infrastructure are in place- like the open-source statistical package ‘R', the text-processing/type-setting language LaTex and the like. Though many of these packages are quite useful and can boost the efficiency of the pedagogic process, the academic fraternity is yet to adapt them fully. A possible reason could be lack of appropriate tutorials on such programmes. This makes the spoken tutorial project (http://spoken-tutorial.org/) quite relevant and timely. Here you will find several spoken tutorials on various open source software in English and other Indian regional languages. Tutorials on open source packages such as LaTex and Python (a programming language) can be accessed from this service. The LaTex tutorial study plan includes lessons such as ‘LaTex installation', ‘letter writing', ‘report writing', ‘Mathematical equations' and so on.
Encyclopedia of Life
If you are a student of life-science or someone keen to know more about the life of plants, animals and micro-organism, take a look at the newly launched collaborative service Encyclopedia of Life (http://www.eol.org/). This service claims of hosting information on almost “1.9 million species currently known to science”. The academic fraternity may find the link, ‘Learning and Education Group' (http://education. eol.org/) more relevant and tailored to their needs.

High Court directs bank to give education loan to Dalit student

 The very purpose of education loan gets defeated if the Model Educational Loan Scheme of Indian Association of Banks sanctioning loans only to meritorious students is followed, the Madras High Court has observed.



“If such an attitude was there even Dr. Ambedkar could not have gone for higher education,” Justice D. Hariparanthaman said while directing a branch of State Bank of Travancore (SBT) in Mogappair to sanction education loan to an engineering college student belonging to Dalit community. The Judge said Dr. Ambedkar had scored only 287 marks out of 750 in the matric examinations, but the King of Baroda was kind enough to extend financial assistance to him.


The Judge was passing orders on a petition from S. Maran, studying BE Computer Science in an engineering college in Poonamallee. He was the first person in his family to enter college and paid the fee for first year with great difficulty since he was not aware of the financial assistance offered by nationalised banks.


In the second year, he applied for educational loan under Gyan Jyothi Educational Scheme. Since there was no response from the bank, he paid fee for second year course and approached the court for a direction to the bank to sanction education loan. Besides citing the Model Educational Loan Scheme, the bank also submitted that the circular issued by the head of the SBT, on June 3, 2008, prescribing 45 per cent marks for SC/ST students.


Justice Hariparanthaman rejected the argument of the bank, saying that if it was accepted, except general category students, other students belonging to SC/ST and Most Backward Classes (MBC) categories admitted to BE courses with less than 45 per cent marks in the State would not be able to get the loan.


Recalling the State government's decision to prescribe 35 per cent marks for admission to SC/ST students, he said the objective of the prescription was to achieve the constitutional goal set out in Article 46. “Now the Centre has framed a scheme to provide financial assistance to the weaker sections of the society for education. It is unfortunate that the bank is denying the same citing one reason or the other,” he said.


Besides directing the bank to sanction loan in four weeks, the Judge also wanted the bank to release for the third and fourth year. The college should reimburse the fee after loan for the second year fee was received.
