Central govt employees' retirement age to be extended by 2 years to 62 

THE LAST TIME THE GOVT EXTENDED THE RETIREMENT AGE OF CENTRAL GOVT EMPLOYEES WAS IN 1998. IT WAS ALSO A TWO-YEAR EXTENSION FROM 58
THE government is planning to extend the retirementage of all central government employeesbytwoyears--from the current 60 to 62 years.
Sources said that an inprinciple decision has been taken in this regard and the department of personnel and training (DoPT) has begun the work to implement the same. A formal announcement to this effect is expected this year itself. The last time the government extended the retirement age of central government employees was in 1998.
It was also a two-year exten sion from 58. This was precededbytheimplementation of the 5th Pay Commission, which had put severe strain on government's finances.
Subsequently , all state governments followed the Centre's policy by extending the retirement age by two years.

The decision to extend the retirement age is welltimed both politically and economically .
The UPA government reckonsthemovewouldbea masterstroke. At a time when it is buffeted by several corruption cases, it is felt that the extension of the retirement age will go down wellwiththe middleclasses.
Economicallyalso,themove makes sense because by deferring payment of lump sum retirement benefits for a large number of employees by two years, the government would be able to manage its finances better.
"An in-principle decision has been taken to increase the retirement age by two years within this year itself.
This would reduce the burdenonthefiscfromone-time payment of retirement benefits for employees including defence and railways personnel," an official involved in the discussion said. With the fiscal consolidation high on the government's agenda, this deferment would come handy .
There's some flip side too if the retirement age is extended by two years.
Those officials empanelled as secretaries and joint secretaries would have to wait longer to actually get the posts. And of course, there is the issue of average age profile of the civil servants being turning north. It is also felt that any extension is not being fair with a bulk of people who still look for jobs in thegovernment.
However, officials point out that at least it prevents an influential sectionof thebureaucracy to hanker for post-retirement jobs with the government like chairmanship of regulatory bodiesortribunals.
"As it is, a sizeable section of senior civil servants work for three to five years after the retirement in some capacity or the other in the government,” said a senior government official. The retirement age of college teachers and judges are also beyond 60.
As per a study, the future pension outgo for the existing Central and State government employees is estimated at a staggering R1,735,527 crore or 55.88% of GDP at market prices of 2004-05.

அஞ்சல் துறை சேவை தமிழில் இருக்க
 வேண்டும்: க.ப. அறவாணன்

பணவிடைத் தாள் உள்ளிட்ட அஞ்சல் துறை சேவைகள் தமிழில் இருக்க வேண்டும் என்று மனோன்மணீயம் சுந்தரனார் பல்கலைக்கழகத்தின் முன்னாள் துணைவேந்தர் க.ப. அறவாணன் வலியுறுத்தினார்.

 அஞ்சல் துறைத் தலைவர் (தமிழ்நாடு வட்டம்) கே. ராமச்சந்திரன் எழுதிய "இந்திய அஞ்சல் துறை வரலாறு - தமிழகம் மீது ஒரு பார்வை' என்ற ஆங்கில நூல் வெளியீட்டு விழா சென்னையில் திங்கள்கிழமை நடைபெற்றது. இதில், க.ப. அறவாணன் பேசியதாவது:
 நமது அஞ்சல் துறையின் அருமையும் வெளிநாட்டில் சில காலம் தங்கியிருந்தபோதுதான் எனக்குத் தெரிந்தது. 1977-ல் பிரான்ஸ் நாட்டில் பணியாற்றியபோது எனது சொந்த ஊரில் இருந்து கடிதம் வருமா என்று எதிர்பார்த்துக் காத்திருந்தேன். அங்குள்ளவர்களை விசாரித்தபோதுதான் அங்கு வீடு தேடி கடிதம் வராது என்பதை அறிந்தேன். அஞ்சலகத்தில் பணம் செலுத்தினால், உங்களுக்கு என ஒரு அஞ்சல் பெட்டியும், சாவியும் வழங்கப்படும். அதில் உங்களுக்கு வரும் கடிதங்கள் போடப்படும். அதை நீங்களே சென்று சேகரித்துக் கொள்ள வேண்டும் என்பது நடைமுறையில் உள்ளது.
 ஆனால், நம் நாட்டில் வீடு தேடி வந்து கடிதங்களைச் சேர்க்கும் அஞ்சல் துறையையும், ஊழியர்களையும் என்னவென்று பாராட்டுவது. மக்களிடையே நெருக்கமான துறையாக அஞ்சல் துறை திகழ்கிறது. வாக்குச் சாவடிச் சீட்டுகளைக் கூட தபால் ஊழியர் மூலம் வாக்காளர்களுக்குச் சேர்க்கலாம் என்று தேர்தல் ஆணையம் கருதியது.
 நமது சித்த வைத்தியம் உள்ளிட்ட பாரம்பரிய மருத்துவ முறைகளை பின்பற்றத் தவறிவிட்டோம். இதனால்தான் தேவையற்ற மருத்துவச் செலவுகள் அதிகரித்துள்ளன. வீட்டுத் தோட்டத்து இலைகள் மூலமே நோயெல்லாம் தீர்ந்திருக்கும்.
 இதேபோல நமது பாரம்பரிய அஞ்சல் முறைகளை, செய்தி பரிமாற்ற வழிகளை பின்பற்றத் தவறிவிட்டோம். சங்க இலக்கியங்களில் சிலப்பதிகாரத்தில் கோவலனுக்கு மாதவி எழுதிய மடலே முதல் கடிதம். நாரை, கிளியை தூது விடுவதன் மூலம் தகவல் பரிமாற்றம் நடந்துள்ளது.
 அஞ்சல் துறை குறித்த அரிய தகவல்கள் இடம் பெற்றுள்ள இந்த நூல் தமிழில் வெளியிடப்பட வேண்டும். கடந்த கால நிகழ்வுகள் அடங்கிய வரலாறும் இலக்கியம் ஆக மாறும். பிரிட்டன் குறித்து அந்த நாட்டின் முன்னாள் பிரதமர் வின்சென்ட் சர்ச்சில் ஆற்றிய உரைகளே அவருக்கு நோபல் பரிசைப் பெற்றுத் தந்தது.
 இதேபோல நேரு தனது மகள் இந்திராவுக்கு எழுதிய கடிதங்கள் டிஸ்கவரி ஆஃப் இந்தியா, கிளிம்சஸ் ஆஃப் வேர்ல்ட் ஹிஸ்டரி என்ற இரு படைப்புகளாக வெளியாகின.
 அஞ்சல் துறையின் சேவையை மேம்படுத்த புதிய சிந்தனைகள் தேவை. திருவள்ளுவருக்கு அஞ்சல் தலை வெளியிடுவதற்குக்கூட போராட வேண்டிய நிலை கூடாது. தமிழகத்தில் அஞ்சல் துறையின் சார்பில் பணவிடைத் தாள் (மணியார்டர் படிவம்) உள்ளிட்ட பல்வேறு சேவைகள் மக்களை எளிதில் சென்றடையும் வகையில் தமிழில் இருக்க வேண்டும் என்றார் க.ப. அறவாணன்.
 அஞ்சல் துறை முதன்மை தலைவர் (தமிழ்நாடு வட்டம்) சாந்தி நாயர் பேசியதாவது: நாட்டில் 1.55 லட்சம் அஞ்சலகங்களில் 5.30 லட்சம் ஊழியர்கள் பணியாற்றுகின்றனர்.
 அஞ்சல் துறை பல்வேறு கட்டமாக வளர்ச்சி பெற்ற போதும் எதிர்காலத்தில் மக்களின் சேவையை மேலும் சிறப்பாக்குவதே இப்போதைய கனவாக உள்ளது.
 இந்த நூல் இளைய தலைமுறை ஊழியர்களுக்கு அஞ்ல்துறை வரலாற்றை விளக்குவதோடு, வழிகாட்டியாக அமையும். இதே போல அஞ்சல் துறையின் நீண்ட வரலாற்றை அலுவலர்கள் பதிவு செய்ய முன்வர வேண்டும் என்றார் சாந்திநாயர்.
 முன்னதாக பத்திரிகையாளர் என். ராம், நூலை வெளியிட சாந்தி நாயர் பெற்றுக் கொண்டார். வரலாற்று ஆசிரியர் எஸ். முத்தையா உள்ளிட்டோர் பங்கேற்றனர். நூலாசிரியர் கே. ராமச்சந்திரன் ஏற்புரை வழங்கினார்.

Postal Department's contributions hailed

A host of speakers on Monday lauded the Postal Department for having remained the backbone of the country's communication and played a central role in its socio-economic development.

The speakers narrated how postal staff had been important to people as they disseminated messages, which had provided both moments of happiness and sadness.

They were addressing a function here to mark the launch of Indian Postal History: Focus on Tamil Nadu, a publication authored by Post Master General (Mail and Marketing) K. Ramachandirann.

“Concise and

detailed”

Receiving the first copy of the book, Shanthi Nair, Chief Postmaster General of the Tamil Nadu Circle, lauded the author and said no one had ventured into the history of the postal system of a State in such a concise and detailed manner as Dr. Ramachandirann had done.

S. Muthiah, veteran historian, said the book was noteworthy as it had published pictures of heritage buildings that were housing post offices. Though the General Post Office building had been restored to some extent, he wanted it to be restored in the same way as done in the case of Senate House.

He suggested that the second edition of the book be published with more detailing of the postal system.

Releasing the book, N. Ram, Editor-in-Chief of The Hindu group of publications, described the publication as an unusual book which he said had brought home the transformation that was occurring in society.

As the foundations of the postal system in the country had been well laid, the department's centrality continued even though that position was no longer existent in some developed countries and even in developing countries.

He wanted the Postal Department to develop a range of services and products close to the lives of people, particularly in the areas of finance and insurance. In view of the its huge infrastructure, the department could do a lot to financial inclusiveness.

K.P. Aravanan, former Vice-Chancellor of the Manonmaniam Sundaranar University, wanted the author to publish a Tamil version of the book.

Dr. Ramachandirann said the absence of books on the history of postal system in Tamil Nadu had motivated him to write the book.

Directorate has issued allotment order for PSS Group-B Examination passed candidates.  

Out of 31 Officer s passed in PSS Group-B Examination 11 officers belonging to Andhra,Kerala ,Karnataka,Delhi and Maharastra  were allotted in the same Circle.  Remaining 20 Officers were allotted to other Circles.  None of the officers from Tamil Nadu was accommodated in the same Circle.  Neither Postal officers Assn nor IP and ASP Assn has protested against this discrimination.  Now a days Association are functioning only for collecting subscription from the members and compromising with Administration for personal gains.

Directorate vide memo No. 9-59/2010-SPG dated 8/3/2011 has revised the pattern and scheme for Limited Departmental Competitive Examination to fill up the vacancies in the grade of Senior Postmasters and existing syllabus of PS Gr. B Examination is also revised.
