ஒரே மாதிரியான திட்டம் , ஒரு திட்டம் SC /ST  முன்னேற்றம் செய்வதற்க்கான செயல் திட்டம் மற்றொன்று அனைவருக்குமான செயல் திட்டம் , SC/ST sub plan இல்  ஒதுக்கப்பட்ட நிதியினை அதன் செயல் திட்டதிற்கு பயன்படுத்து வத்திற்கு அவசியம் இல்லை ,எப்படி வேண்டுமானாலும் நிதியினை மாற்றி பயன் படுத்தலாம்  ஆனால் NREGS திட்டதிற்கு ஒதுக்கப்பட்ட நிதியை மாற்றி பயன்படித்தினால் சிபிஐ விசாரணை ,நிதி ஒதுக்குவது நிறுத்தப்படும் !  

Centre warns of CBI probe into MGNREGS funds diversion

Even as the Supreme Court has warned of a CBI inquiry into diversion of MGNREGS funds, the Centre has told the States that it will have the complaints investigated by the agency and funds will be withheld if its directives for corrective measures are ignored.
The Rural Development Ministry, in its circular to the State governments, underlined its resolve to order a probe into complaints received from independent sources. It will wait for couple of weeks for the States to respond to the reports.
In case the action of a State government is not satisfactory to the Ministry, the case will be handed over to the CBI where a criminal intent is prima facie established; in case of system failure or non-criminal lapse, a team of officers of the Ministry will go into the issue. The circular has asked the State governments to transfer the officials concerned pending CBI inquiry. Funds under the Mahatma Gandhi National Rural Employment Guarantee Scheme would be stopped if the States fail to comply with this order.

In case of an enquiry by a team of officers, funds will be stopped on receipt of its report and the State government concerned will be given time to take corrective measures to the satisfaction f the Centre. Only thereafter will the funds be released.

‘Political set-up responsible for SCSP fund diversion'

Accountability lies with political electives: K. Venugopal 

K.R. Venugopal, former Secretary to the Prime Minister and former Rapporteur to the National Human Rights Commission (NHRC), has blamed the political set-up for diversion of funds allocated to Scheduled Castes Sub Plan (SCSP).

Speaking at a media workshop on SCSP organised here on Sunday by the Centre for Dalit Studies (CDS) Mr. Venugopal said spending funds allocated to any programme was a matter of political agenda but the parties in power were not in the mindset to do it. The fact that over Rs. 21,000 crore allocated for uplift of Dalits in the State were diverted during the last 19 years clearly indicated the rulers' indifference to the cause.

“Accountability lies with political electives and not the bureaucracy as the former were policymakers and the latter only the dispensation mechanism. Those in power can always take action against erring officials, but the political leaders are running away from their responsibility,” the former civil servant said.

Nodal agency

Though the nodal agency had powers to re-appropriate the unspent funds there had been no political will do so all these years, he noted.

He preferred a nodal agency outside the government with research institutions working on Dalits/tribals for better monitoring of the sub-plan.

Further, he suggested the government to take up special five-year plans to spend the diverted/unspent funds on SCSP as they were non-lapsable and non-divertible. Such funds could be spent by preparing habitation-wise plans.

Special Act

CDS president Y.B. Satyanarayana felt a special Act was necessary for effective implementation of SCSP as all the existing mechanisms proved to be ineffective.

Expenditure on SCSP was just 2.57 per cent of the total allocation of Rs. 7,470 crore during 2008-09, when the nodal agency headed by Chief Minister was set up.

எங்கே எம் பங்கு?

கோடிக்கணக்கான ரூபாய் ஊழல் பற்றி வாய் வலிக்க கதறும் இந்து சமூகமும் ஊடகங்களும், தலித் மக்களுக்கான நிதியில் மய்ய, மாநில அரசுகள் செய்து வரும் ஊழல் பற்றி மறந்தும் வாய் திறப்பதில்லை. காமன்வெல்த் விளையாட்டில் நடைபெற்ற ஊழல் பற்றி மாதக் கணக்கில் பக்கம் பக்கமாய் பேசிய பத்திரிகைகள், இத்திட்டத்திற்கென தலித் நிதியிலிருந்து மய்ய அரசு எடுத்த 670 கோடி ரூபாய் பற்றி ஒரு வரி விவாதிக்கவில்லை. பகுஜன் சமாஜ் கட்சி உறுப்பினர்கள் கண்டனம் தெரிவித்த பிறகே உள்துறை அமைச்சர் ப. சிதம்பரம், நாடாளுமன்றத்தில் இது குறித்து வெளிப்படையாக ஒப்புக் கொண்டார். அது மட்டுமல்ல, அதை நியாயப்படுத்தியும் பேசினார். தேசிய எஸ்.சி./எஸ்.டி. ஆணையம் இச்செயலை வன்மையாகக் கண்டித்தும்கூட, இதுவரை எந்த நடவடிக்கையும் எடுக்கப்படவில்லை. ஊழலுக்கு எதிராக முழங்கும் பரிசுத்தவான்களின் கூட்டம், அதிலும் வர்ணாசிரம அளவுகோலையே வைத்திருக்கிறது!

ஓர் அரசு, மக்களுக்காக உருவாக்கும் நிதித் திட்டத்தை (பட்ஜெட்), உள்ளபடியே எல்லா மக்களுக்கானதாகவும் உருவாக்குவதில்லை. மக்கள் தொகையில் மிகக் குறைந்த எண்ணிக்கையில் உள்ள மேல்தட்டு வர்க்கத்தினருக்கு நன்மை பயக்கும் வகையில், பல்வேறு உத்திகளோடுதான் நிதித் திட்டம் தயாரிக்கப்படுகிறது. இப்பொதுத் திட்டங்களால் தலித்துகளுக்கு எந்த முன்னேற்றமும் இல்லை. மூன்று லட்சம் கோடி ரூபாய்களுக்கு மேல் செலவழித்து போடப்படும் நெடுஞ்சாலைகளால், தலித்துகள் எத்தகைய மேம்பாட்டை அடைந்துவிட முடியும்? ஏற்றுமதியாளர்களுக்கு 30 ஆயிரம் கோடி ரூபாய் வரிச் சலுகையாக அளிக்கப்படுவதில், தலித்துகளுக்கான ஏற்றம் எங்கிருக்கிறது?

எனவேதான், 1979 இல் நடுவண் அரசு, தலித் மக்கள் மற்றும் பழங்குடியினருக்கான சிறப்பு உட்கூறு திட்டத்தை உருவாக்கியது. அரசின் ஒவ்வொரு துறையிலும் பொது மக்களுக்கென என்ன செய்யப்படுகிறதோ, அதுபோக கூடுதலாக ஒரு பங்கு – தலித் மற்றும் பழங்குடியினருக்கு ஒதுக்கப்பட வேண்டும். இப்பங்கு, இம்மக்களின் மக்கள் தொகை சதவிகிதத்திற்கு இணையாக இருக்க வேண்டும். ஆனால், தமிழக அரசு

கடந்த 14 ஆண்டுகளில் (1995 – 2010) இத்திட்டத்தில் தலித் மக்களுக்கு அளிக்க மறுத்த தொகை : 14 ஆயிரத்து 298 கோடி ரூபாயாகும் (Tamilnadu State (Budjget Link book) Annual Plan 1996-2010, Govt. of Tamilnadu). ஆ. ராஜா, தலித் என்பதால் பழிவாங்கப்படுகிறார் என்கிறார் முதல்வர். ஆனால், தலித் மக்கள் இந்த அரசால் ஏன் பழிவாங்கப்படுகிறார்கள்? தலித்துகள் ராஜாவாக இல்லாததாலா?

இத்திட்டம் அறிமுகப்படுத்தப்பட்டதிலிருந்தே மத்திய, மாநில அரசுகள் இத்திட்டத் தின் வழிகாட்டு நெறிமுறைகளை மதிக்காமலும், அதை மீறியுமே செயல்பட்டு வந்திருக்கின்றன. 2008 – 09 நிதி நிலை ஆண்டில் மய்ய அரசு தலித்துகளுக்கு மறுத்துள்ள தொகை : 29 ஆயிரத்து 801 கோடி ரூபாயாகும். இச்செயல், திட்டமிட்ட புறக்கணிப்பாகக் கருதப்பட்டு, இதற்கு காரணமானவர்கள் இச்சமூகக் குற்றத்திற்காக தண்டிக்கப்பட வேண்டும். மேலும், இந்நிதித் திட்டத்தில் ஒதுக்கி செலவு செய்வதாகக் காட்டும் தொகைக்கும், தலித் மக்களின் முன்னேற்றத்திற்கும் எந்தத் தொடர்பும் இருப்பதாகத் தெரியவில்லை. சிறப்பு உட்கூறு திட்டம் மட்டும் கடந்த 30 ஆண்டுகளில் சரிவர செயல்படுத்தப்பட்டிருக்குமானால், சேரி இந்தியா, வறுமையின் பிடியிலிருந்தே விடுபட்டிருக்கும்!

தலித் மக்களுக்காக நடத்தப்படும் 1,565 ஆதிதிராவிடர் மாணவர் விடுதிகளும் சேரியைப் போலவே காட்சியளிக்கின்றன என்பது, டிசம்பர் 21, 2010 அன்று அண்ணா சாலையை மறித்து, 5 மணி நேரத்திற்கு மேல் போக்குவரத்து நிலைகுலைந்த பிறகுதான் – பொதுச் சமூகத்திற்கும் ஊடகங்களுக்கும் உறைத்தது. தமிழக அரசு, சிறைக் கைதிகளுக்கு ஒரு நாளைக்கு 25 முதல் 30 ரூபாயும், போலிஸ் நாய் ஒன்றுக்கு 65 ரூபாயும், கல்லூரியில் படிக்கும் தலித் மாணவனுக்கு 18 ரூபாயும் ஒதுக்குகிறது. இதிலிருந்துதான் இந்நாட்டு மேல்தட்டு மேதாவிகளின் திட்டமிடுதல்கள் எந்த லட்சணத்தில் இருக்கின்றன என்பது அம்பலமாகி இருக்கிறது.

தலித்துகள் முன்னேற கல்வியை முன்நிபந்தனையாக்கும் இந்து சமூகம், அவர்களுக்கு அதே கல்விக்கான ஆதாரத்தை மறுக்கும் ஜாதியத்தை தோலுரிக்க வேண்டும். தலித் கட்சிகளும், இயக்கங்களும், சமூக ஆர்வலர்களும் ஓயாமல் திட்டமிட்டாலும் – துயரங்களின் புள்ளிவிவரங்களை வெளியிட்டாலும் – தலித்துகளுக்கான நிதியை வழங்க எந்த அரசும் முன்வரப் போவதில்லை. இந்நிலையில், இந்துக்களாக இருந்து கொண்டு (தாழ்த்தப்பட்டவர்களாக) வாழ்நாள் முழுவதும் கோரிக்கைகளை முழங்கிக் கொண்டு இருக்கப் போகிறோமா? இல்லை, இந்துக்களாக இருப்பதிலிருந்து விடுதலையை வென்றெடுக்கப் போகிறோமா?

Together for SCs & STs, allocates only 4.03% for in both Plan and Non-plan budgets

The Demands for Separate budget head for SCs and STs realized

The SC/ST employees welfare Assn of Departments of Coal, Road transport and highways, Railways, Power, Space, Civil Aviation, Home, Petroleum and Chemicals should constitute a committee consisting of officers from SC/STs to examine and suggest ways and means through which the department allocate fund for the economic upliftment of SC/STs and ensure that the concerned department to demand for funds at least in their next budget-2012-2013.

In the budget that has been presented today, the expenditure for both SCs and STs in Plan and Non-plan budgets is a mere 4.03% of the total budget. For a population of 24.4% of the total country this is a mere lip-service and shows no real policy concern for the development of the vulnerable sections of the society.

Once again the allocations for Scheduled Castes Sub Plan and Tribal Sub Plan in the Union budget have a huge gap. The union budget as allocated Rs.Cr. 30551 to the SC development and Rs.Cr. 17,371 to ST development. It is 8.98% of the total plan out lay for SCs and 5.11% to STs. There is a gap of Rs. Cr.24,570 in SCP and RS.Cr. 10,530 for TSP. There is an increase of Rs.Cr.9,927 for SCs and Rs.Cr.5,625 for STs from last years allocation.

The Finance Minister in the Budget speech confirmed that this year the much demanded budget code for SCP 789 and TSP 796 has been opened which enables not only for clear allocations but makes them trackable.

It is unfortunate that only 24 departments have allocated for SCs and for STs 26 departments. While all the departments must allocate the funds for development mainly the growth sector departments claim they are unable to allocate the money.

The economic growth departments that have not allocated are Departments of Coal, Road transport and highways, Railways, Power, Space, Civil Aviation, Home, Petroleum and Chemicals etc. This shows that most of these finances are allocated for social services and very little for economic services which means that real development does not take place in the case of SCs and STs. They are not present in the growth sectors of the economy and are mere service providers for the rest of the society. This maintains the age old caste system which makes SCs and STs only to be subservient to the rest of the society. Is Union Government maintaining this through their budget allocations? 

Though the Statement 21 and 21 A shows allocations made to SCP and TSP, in the past years thease allocations do not correspond to the Detailed Demand for Grants indicating that these funds are not allocated in terms of actuals within the Department Budgets.

It is therefore not surprising that the Human Development Index for India is 119 out of 169 countries below the countries like Sri Lanka.
